It also negatively impacts public health and safety by depleting human capital. Defined as the recruitment, transportation, or harboring of individuals through force or coercion for exploitation, this crime targets vulnerable people for sexual exploitation, forced labor, and other forms of abuse. Unlike human smuggling, which typically involves consent and border crossing, trafficking relies on coercion and deceit and can affect anyone, regardless of their immigration status.
